This article discusses the determination of pedagogical goals, the object of pedagogical scientific research, and the identification of criteria that define the effectiveness of a goal-oriented approach in managing the activities of general secondary educational institutions. It covers the analysis of historical, contemporary-national, and foreign studies in line with the chronological problem principle in goal-setting. The article also emphasizes the consideration and evaluation of numerous factors and situations characterizing the initial conditions, the goal of personal development based on the educational opportunities of the community, and the use of an individual approach as the primary means to achieve it.Abstract
